My own interpretation of MinimumRiskMovement.

It uses a highly compacted and simplified version of Engineer's Neural Net based gun.

It slams into them usually.

It doesn't

How does it select a target to attack/avoid in melee?

It's mostly based on distance, with a preference for the current target.

What does it save between rounds and matches?

The gun's Neural Nets are saved between rounds. Nothing is saved between matches.

Where did you get the name?

Coyotes are highly skilled predators that are known to hunt in pairs or small groups.
